Kenya Appeals to CAF for Capacity Restrictions Ahead of Weekend Matches

Kenyaโ€™s football is experiencing both a moment of pride and a wave of challenges. As the Harambee Stars continue their historic run in the 2025 African Nations Championship (CHAN), the Confederation of African Football (CAF) has struck the country with heavy fines and strict stadium restrictions. Now, with a crucial quarterfinal against Madagascar set for Friday, Kenya has launched an appeal to CAF in hopes of loosening the rules and letting more fans into Kasarani.

CAF Sanctions Against Kenya

Kenya was handed the heaviest financial penalties among nations fined during CHAN 2024. CAF cited major lapses in safety and crowd management during Kenyaโ€™s first two group-stage matches:

  • Opening Match vs DR Congo
A stampede, unauthorized pitch access, and poor crowd control marred Kenyaโ€™s opener. CAF responded with a USD 20,000 fine (about KES 2.5 million).
  • Match vs Morocco
A second round of violations, including weak perimeter management and safety failures, resulted in a USD 50,000 fine (around KES 6.45 million). CAF also warned that repeat offenses could see Kenyaโ€™s home matches moved to neutral venues.

In total, CAF has demanded USD 70,000 (over KES 9 million) from Kenya, with payment due within 60 days.

Restrictions on Kasarani Stadium

Alongside the fines, CAF introduced strict crowd-control rules for Nairobiโ€™s Moi International Sports Centre (Kasarani):

  • Attendance capped at 60% of capacity (about 27,000 fans).
  • Only electronic tickets allowedโ€”no physical or government-issued passes.
  • CAF warned that future matches could be relocated if safety standards are not met.

The measures have significantly frustrated fans, with many complaining that Kenya is being punished too harshly despite being a co-host of the tournament.

Kenyaโ€™s Appeal to CAF

In response, the Football Kenya Federation (FKF) and Sports Cabinet Secretary Salim Mvurya have formally appealed to CAF, requesting that the restrictions be lifted ahead of Fridayโ€™s high-stakes quarterfinal.

Mvurya pointed out the โ€œnear-perfectโ€ behavior of fans during the recent clash against Zambia, where no security incidents were reported. Officials argue that this shows Kenya has learned from earlier lapses and can now host safely at full capacity.

As of now, however, CAF has not confirmed whether the restrictions will be eased.

Preparations Ahead of the Quarterfinal

To strengthen their case, FKF and the Local Organising Committee (LOC) have stepped up preparations at Kasarani:

  • Enhanced security and crowd management systems.
  • Improved lighting to boost safety during night matches.
  • Streamlined gate operations to prevent stampedes and congestion.

Meanwhile, to reduce pressure on stadium attendance, the government has expanded official fan zones:

  • In Nairobi, three new sites have been addedโ€”Ruiru, Camp Toyoyo (Dagoretti), and Babadogoโ€”bringing the total to 13.
  • In Mombasa, fan zones are also being organized to give coastal supporters a safe way to experience the action.

These moves are aimed at reassuring CAF that Kenya can handle the massive turnout expected for the Harambee Starsโ€™ quarterfinal clash.

Whatโ€™s at Stake

Kenyaโ€™s appeal is about more than just ticket sales. It touches on:

  • National Pride: Hosting CHAN successfully is a chance to prove Kenyaโ€™s capacity to organize top-tier football events.
  • Fan Experience: Thousands of supporters risk being locked out of one of the biggest matches in recent history.
  • Future Hosting Rights: CAFโ€™s decision will influence Kenyaโ€™s reputation and its chances of hosting future continental tournaments.

Conclusion

Kenya is walking a fine lineโ€”balancing CAFโ€™s disciplinary action with the desire to rally fans behind the Harambee Stars. With over USD 70,000 in fines, stadium restrictions, and a pending appeal, the outcome of CAFโ€™s decision this week could shape not just the quarterfinal atmosphere but also the broader perception of Kenya as a football host.

For now, all eyes remain on CAFโ€™s response. Will Kasarani roar at full capacity, or will thousands of fans be forced to follow the Harambee Stars from fan zones and TV screens?
