Lynn Ngugi Questions President Ruto’s Motive for Signing 8 Bills Into Law While Kenyans Mourn Raila Odinga

A Controversial Move Amid National Mourning

Kenya was in mourning following the death of Raila Amolo Odinga, when President William Ruto quietly signed eight bills into law at State House, Nairobi.
The signing, which came as the nation grieved one of its most influential leaders, has sparked criticism over timing and motive.

The new laws touch on key areas such as land management, cybercrime, digital finance, policing, and privatisation. While the government termed the move routine, many Kenyans felt it was politically tone-deaf.

Lynn Ngugi Raises Tough Questions

Media personality Lynn Ngugi was among the first public figures to question the president’s decision.
On X (formerly Twitter), she wrote:

“As Kenyans mourned Raila Odinga, President Ruto quietly signed 8 new laws into effect. These laws touch on key areas that affect ordinary citizens. Why the rush?”

In another post, she challenged claims that Ruto was unaware of Odinga’s death at the time of signing:

“Some still believe Ruto had no idea about Baba’s death by the time he was signing those laws. Let’s be honest.”

On her YouTube show, “The Lynn Ngugi Network (LNN),” she released an episode titled “Why Did Ruto Sign 8 Laws While Kenyans Were Mourning Raila? What Is He Hiding?”
Ngugi questioned whether the government intentionally used the mourning period to avoid public attention. She described the move as “quiet legislation during national grief.”

What the 8 Bills Entail

The bills signed by President Ruto include:

  • National Land Commission (Amendment) Bill
  • Land Act (Amendment) Bill
  • Wildlife Conservation and Management (Amendment) Bill
  • National Police Service Commission (Amendment) Bill
  • Computer Misuse and Cybercrimes (Amendment) Bill
  • Virtual Asset Service Providers Bill
  • Privatisation Bill
  • Air Passenger Service Charge Bill

Several of these laws expand government oversight in sensitive sectors such as policing, land, and online activity — areas that have long stirred public debate.

Public Backlash and Debate

Ngugi’s comments ignited online discussion, with hashtags like #RutoSigns8Bills and #RailaMourningPeriod trending across social media.
Many Kenyans shared her view that the move showed poor timing and a lack of empathy.

One user posted:

“Ruto is running the country like a corporation. Not even death pauses his agenda.”

Others defended the president, saying governance must continue despite national sorrow.
A UDA supporter replied:

“The bills were already passed by Parliament. The President had a legal duty to sign them.”

Government Response

State House defended the president’s timing, stating the bills were part of ongoing legislative work.
Officials argued the Constitution requires the president to assent to bills within specific timelines once passed by Parliament.

A government spokesperson said, “The signing was not political. It was routine state business.”

Still, the explanation has done little to silence critics who see the move as politically calculated.

Ngugi’s Deeper Message

Beyond the legal aspect, Lynn Ngugi urged Kenyans to stay alert to government actions, even during emotional moments.
In her LNN episode, she said:

“Mourning is human, but silence during times like these can cost us our freedoms. Always read what’s being signed when no one is watching.” Watch https://www.youtube.com/@LynnNgugi

Ngugi’s commentary resonated with many viewers who felt that Kenya’s political class is increasingly detached from the people’s emotions.

A Clash of Empathy and Governance

The debate reflects a deeper national question — should governance pause for empathy?
While Ruto’s supporters argue the President was simply fulfilling his duties, critics like Lynn Ngugi view the move as symbolic of a leadership style that prioritises politics over people.

As Kenya continues to honour Raila Odinga’s legacy, Ngugi’s question still lingers:
Was this just governance as usual, or a calculated decision to avoid scrutiny?
